据《华尔街日报》等多家媒体报道，加州联邦法官劳雷尔·比勒20日下达命令，要求发出初步禁令，以阻止美国商务部禁止下载WeChat的行政命令于20日23时59分生效。商务部18日发布的行政令禁止20日后在美国境内与WeChat有关的交易。《纽约时报》称，鉴于该法官的裁决，相关禁令在20日晚不会生效。

　　另据CNBC报道，美国加州地方法官比勒（Laurel Beeler）20日在一份命令中称，提起诉讼的WeChat用户“对第一修正案的价值提出了严重质疑，权衡利害后，倾向原告一方”。报道称，比勒的初步禁令阻止了美国商务部的禁令，美国商务部对此没有立即置评，而WeChat用户联盟则称赞该裁决是“美国WeChat用户的一项重要而艰辛的胜利”。

　　美联社称，比勒法官的裁决是应一组微信用户的请求下达的。比勒法官认为，美政府的行动将影响用户的第一修正案权利，针对WeChat的禁令抹杀了他们的交流平台。该法官还认为，美政府有关微信构成“国家安全威胁”的具体证据也“很不突出”。
